The Editor, Sir:Your editorial in Wednesday's Gleaner under the heading "Institutionalised, systemic breaches" highlights very serious ongoing problems in the country, and as you said, all the well-sounding political speeches and promises will do little to resolve the chronic problems in the country, if this aspect of governance is not addressed.
With regard to your suggestion that "civil society must bring pressure to bear", I believe it would be appropriate to refer you to a forum on corruption put on in October 2004 by Jamaicans for Justice and the USAID, at which I presented a paper on corruption and what it costs Jamaica.
This presentation received absolutely no coverage from the two major newspapers. You may consider publishing this speech to further highlight the scope of the problem as well as the solutions that were proposed.
